German's began to mass producing u-boats to begin their unrestricted warfare on mechant ships in WWI. These ships were able to overpower the Allied naval forces but the Germans were wary of the U.S. getting involved. Even once the U.S got involved, the u-boats were still overpowering the Allied ships. These ships could have turned the tide for the Central Powers if they used them to attack Great Britain directly in my opinion. With that major power out of the way, they could have focused their attention to other matters.
